History of the Center of Excellence - Program Accelerator (COE-PA)
Identifying the Need
In October 2016, the Facilities Services Leadership Team (FSLT) and the Center of Excellence (COE) Leads convened to address the needs identified in a comprehensive survey of various programs. The survey highlighted several key areas requiring attention, including:
- Establishing a Center of Excellence
- Development of a Program Charter
- Enhancing Program Accountability
- Implementing a Governance Structure and Facilitation
- Fostering Effective Collaboration and Partnering
These findings underscore the need for a structured approach to improve program alignment, accountability, and collaboration across the organization. 2016 saw the birth of the Center of Excellence.
The Annual Center of Excellence Conference
The Center of Excellence officially launched with the inaugural 2017 COE Extravaganza on February 7–8, 2017. During the event, each program presented its key components, including:
- Program Charge
- Program Scope
- An A3 Thinking Exercise Identifying: Target Conditions, Challenges, and Countermeasures, which would be the basis for their Key Focus Area (KFA) for the year
- Accomplishments
- Budget Requests
These presentations were designed to ensure consistency across programs by establishing a shared foundation for growth and alignment. “This was designed to establish consistency across our programs, because we are using the same building blocks to mature the COEs,” explained Cesar Sanchez, then Director of West Campus and organizer of the event.
The presentations also aimed to strengthen program alignment by fostering a deeper understanding of how each program’s efforts intersect and contribute to the larger organization.
