Starting June 1, 2025, UCSF is implementing parking guidelines at the Parnassus Heights campus.
Summary of Changes
- Millberry Union Garage will be reserved for patients and visitors
- Onsite parking will require a monthly permit distributed by Control Points using Guidelines to allocate a limited supply, similar to pre-COVID-19 practice
- Employee Daily Discounted Parking will be discontinued
- Student parking at Parnassus Heights will be discontinued, returning to pre-COVID-19 practice

Parking Prioritization Guidelines
Available onsite parking will reflect the operations that occur onsite prioritizing patient care delivery. Due to the limited supply, Control Points will distribute their allocations, prioritizing the following roles and for those requesting parking:
- Patient-care delivery physicians (including GME trainees) who must park due to unpredictable schedules such as consult duties or serve multiple locations in one day.
- Non-clinical staff with responsibilities that require response to life-safety emergencies on/off campus on a 24/7 basis.
- Senior leaders who oversee critical functions that directly impact patient care and/or institutional success, requiring frequent in-person presence across campuses.
Additional factors which may be considered when prioritizing a limited allocation intended for the above roles include:
- Department and position
- Percentage of time at each location
- Unpredictable schedules throughout the workday
- Unpredictable movement between locations throughout the workday
- Time of workday/shifts, particularly early mornings and late nights
- Proximity to campuses and access to alternate commute modes
- Date of Hire
The above populations who can’t park onsite due to availability of supply should be prioritized for parking in the alternative parking locations that UCSF is investing in.
