Alicia Murasaki, Assistant Vice Chancellor - Campus Planning and Campus Architect
Alicia leads the team providing professional planning services that guide the physical development of the University and support the strategic development of the campus, assesses campus space needs and requirements, and publishes annual updates to the UCSF Capital Improvement Program. As Campus Architect, Alicia provides campus-wide technical and aesthetic guidance, design standards, guidelines, and policies for the built environment.
Prior to UCSF, Alicia served as the Executive Director for Planning and Design at Sidra Medicine in Doha, Qatar, where she was responsible for the transition of a 4.3 million square foot Women’s and Children’s hospital campus from a construction project to a licensed and operating healthcare facility and for guiding other new expansion initiatives.
Before her work in Qatar, Alicia was the University of Chicago’s Assistant Vice President for Campus Design and Sustainability, where she oversaw campus planning initiatives during a time of expansion for the university, focusing on developing interconnected master plan strategies to guide short and long-term growth.
Scott Muxen, Associate Vice Chancellor - Campus Design and Construction
Scott serves as the Associate Vice Chancellor of Campus Design & Construction (CD&C) within UCSF Real Estate. In this leadership role, he oversees the design and delivery of capital projects across UCSF’s campus, including leased and owned facilities, campus-occupied buildings, and UCSF-wide infrastructure.
Scott joined UCSF in June 2014 as Director of Capital Projects, at a time when the organization consisted of six FTEs managing a portfolio of 35 projects. Today, he leads a team of 58 project delivery professionals responsible for delivering 185 active projects valued at approximately $1.8 billion, with additional projects forthcoming.
Scott’s career spans more than 48 years in the delivery of capital projects across multiple markets, geographic regions, and roles—ranging from construction worker to company owner. A college dropout, he has helped start two companies from the ground up. He has been a LEAN practitioner for over 20 years and remains a strong advocate for LEAN principles both within the industry and at UCSF.

Chief Mike Denson, UCSF Police Department

e Denson has been with the UCSF Police Department since October 2012 and was sworn-in as Chief in March 2016. He also serves as the Coordinator of Police Chiefs for all 10 UC Campuses. Chief Denson has taken the department in an exciting new direction of accountability and transparency. He helped to lead the Safety and Security Task Force at UCSF, responsible for making major improvements and greatly impacting the perception of safety and security for the UCSF Community. Prior to the Chief appointment, he was second in command as Police Captain for UCSF.
Chief Denson has spent nearly three decades working in progressive police departments throughout the bay area. Prior to UCSF, he served as Deputy Chief of Police for San Mateo County Transit District in charge of public safety and risk management for an 88 mile rail and bus system.
While serving over 20 years at the Palo Alto Police Department, he rose through the ranks quickly, retiring in 2011 as the Captain of the Field Services Division.
During his tenure with Palo Alto Police, he served at various times as SWAT commander, watch commander, manager of the Field Training Program and the Traffic/Parking/Special Operations Division, manager of the Specialized Traffic Accident Reconstruction Team, manager of the Special Enforcement Detail, patrol supervisor, The Canine Program supervisor, the supervisor of the Crimes Against Persons Bureau in Investigations, and a robbery/homicide detective.
Chief Denson has earned several awards including the U.S. House of Representatives Award for Service to the Community, the District Attorney Award for Exemplary Excellence in Homicide Investigations, and Homicide Detective of the Year.
Chief Denson obtained a Master’s Degree in Emergency Services Administration at CSU Long Beach and graduated with a Bachelor of Public Administration - Law Enforcement Leadership from the University of San Francisco. He also attended the FBI National Academy and POST Executive Development School.
Justin Dombrowski, Executive Director - Enterprise Emergency Management
Justin Dombrowski brings over 30 years of experience in emergency management at local, national, and international levels in both government and private sectors. He began as a firefighter/EMT, served on national Incident Management Teams, and was the Director of Emergency Management for Boulder, CO. At FEMA, he held executive-level roles both nationally and internationally. He later led Apple’s global emergency management. Justin holds a master’s in public administration and graduated from the Naval Postgraduate School. At UCSF, he is committed to strengthening our resilience and ability to support our community before the next crisis or disaster.
